HARRISBURG, PAJanuary 23, 2026 – Senator Patty Kim (D-15) announced that the Capital Region Water Authority (CRW) was awarded a low-interest loan of $120 million to make improvements at the CRW advanced wastewater treatment plant, to replace the Paxton Creek interceptor, and to improve pump stations. The low-interest loan will provide the grant-equivalent of $44,281,042 over the life of the loan. The projects address long-standing issues including combined sewer overflows (raw sewage discharges during wet weather events), inflow and infiltration in the sewer system, and capacity. 

“The state and CRW’s substantial investment will definitively address long-standing issues that result in a better and more resilient sewer system, and better river and stream quality,” said State Senator Patty Kim. “These state dollars ensure CRW ratepayers do not bear the brunt of its significant price tag.”
